据外交部消息，外交部发言人秦刚16日表示：中国政府本着临近、快捷原则，已同意俄罗斯、韩国、新加坡三国政府派遣专业救援人员赴四川地震灾区协助救援行动。

China’s Foreign Affairs spokesman Qin Gang has made announcement on 16th, that China has agreed to allow international rescue team into the disaster region, countries including Russia, South Korea and Singapore. These countries were chosen, because they are relatively close to China geographically and thus relatively easy in terms of coordinating logstics.

Also, Bejing time 3:00 on 16th, the first group of Japanese rescue team has arrived in Chengdu, they will be transfered to Qingzhou as soon as conditions allow where they will be helping the existing local rescue forces.

Disaster relief troops are trying to get into the worst-hit area – Wenchuan from 3 different directions.

From north:

A group of 700 soldiers is moving towards Wenchuan from Maoxian. There are still many after-shocks along the way, as much as 70% of roads have been severely damaged. They could only move 6K/Hour. They have arrived in Wenchuan successfully yesterday.

From west:

200 special armed-police force advanced 90Ks in the mountain path, where the terrain are extremely difficult to cover. They arrived in Wenchuan on the 13th at 11:15. They were the fist relief to arrive in Wenchuan.

From south:

The senior commander Xu Yong lead a team of 30 soldiers, by boat and foot, arrived in Ying Xiu district of Wenchuan county. The next day, armed-police force tried to get to Zipingpu dam using jet boat, where they could potentially reach Wenchuan, but failed. They attempted again yesterday morning, and succeed.
